A question about the VAT as applied to digital downloads

Has anyone seen any discussion of this?  If so, where?


Amazon is going to implement the change dictated by the EU regarding assessment of VAT on digital downloads effective 1 January 2015.  According to Wikipedia (hardly ann unimpeachable source, but still handy) many countries have substantially lower VAT rates for books and magazines, etc.  Does anyone know, or have any information at all about whether these lower rates will apply to digital media?


The new KDP pricing guidelines are slightly confusing, but workable.  However, at least one country -- France -- is assessing a significantly lower rate, which I'm thinking could be on books???


Anyway, any help will be greatly appreciated!
